To express our concerns about federal Bill C-470, which proposes a compensation cap and new salary disclosure rules for charities, CCVO has written letters to all federal party leaders, including Prime Minister Stephen Harper. CCVO was also one of 66 signatories on a letter sent by Imagine Canada.
The Bill, introduced in the House of Commons by Liberal MP Albina Guarnieri in late 2009, proposes a $250,000 employee compensation cap for charities and would require organizations to disclose the names and compensation details of their five highest paid employees. Bill C-470 is an excessive measure in response to a small number of high profile situations that are not indicative of the practices of most Canadian charities. Being open and transparent with funders, government, clients, and donors serves an organization's best interests and is a sector best practice. If passed, this legislation will negatively impact all charities, the majority of which are small with few employees. The Bill is expected to be considered by the Finance Committee in the fall and CCVO has requested to appear before them.
