New CCVO Publication
Lobbying and Government Relations: new In Brief publication
The provincial and federal government both recently introduced new legislation regarding government relations and lobbying - or communicating - with government. You may be surprised to discover you are indeed a “lobbyist” under the provincial Lobbyists Act or the federal Lobbying Act. While regulations are not yet in force, significant concerns have already been raised. Read our new In Brief publication to learn about these Acts and their potential impact on the nonprofit sector, see the item below to review and sign on to a submission to the government or visit our website for more details on the Provincial Bill and how you can have your say.
Members will receive a hard copy of the In Brief by post.
Action item
Bill 1, Provincial Lobbyist Act submission
The Muttart Foundation, working sector partners, has responded to the government’s invitation to provide input on Bill 1. The submission adopts the conclusions and recommendations of the Legal Resource Centre’s report on the Act (attached to the submission). No changes to the submission’s content will be made beyond inclusion of endorsements.
CCVO has endorsed the submission and we invite you to consider:
1. Reviewing the submission.
2. Circulating the submission and attached report to others in your networks.
3. Endorsing the submission. If your organization is prepared to be listed as endorsing the submission, email Bob Wyatt at the Muttart Foundation at bwyatt@muttart.org by close of day Monday Aug 20. The endorsing organizations will receive a copy of the final submission for their records.
Government News
Provincial Pre-budget Consultation
A government questionnaire asks Albertans how they would allocate funds in the next provincial budget. Respond online by August 31 or call 310-4455 for a copy. There is no other formal process for pre-budget consultations, so you may want to send a letter with more specific input than allowed on the questionnaire to Lyle Oberg, Minister of Finance and Lloyd Snelgrove, President of the Treasury Board.
Registered charities and Do Not Call regulations
The CRTC’s Unsolicited Telecommunications Rules Framework and the National Do Not Call List Decision is now available.
Programs and Events
New program offered for professional development in the non-profit sector
The MacEwan Executive Leadership in the Non-profit Sector program is designed for those already working or planning to work in the non-profit sector. The program takes eighteen months to complete, and is tailored to fit within your current work environment or with the assistance of a non-profit organization.
“Avoiding Ethical Nightmares!” audioconference
The AFP (Association of Fundraising Professionals) presentation, presented by Barbara Levy, is scheduled for Thursday, Aug. 9.

Nonprofit sector growth outpaces economy as a whole
In 2003, the nonprofit sector accounted for 7% of GDP. The full-time equivalent distribution of labour in nonprofit organizations is 36% volunteers and 64% employees and contractors. From 1997 to 2003, the gross domestic product (GDP) of the nonprofit sector grew at an annual rate of 6.4%, faster than the economy as a whole. -- Statistics Canada
