The purpose of this paper is to summarize funding practices and issues which are impacting human resource systems in nonprofit organizations. It was also intended to inform and foster discussion among funders and present possible approaches to address or mitigate these funding issues at the local, provincial and national levels.

Community nonprofit organizations had been raising concerns for quite some time about the growing administrative burden and point to such things as more numerous and complex grant application and reporting processes, and additional compliance requirements. The focus of this study was to address this gap in knowledge.

This Calgary-based research offers new insights into how nonprofit organizations are financed. The Spring 2006 study examines how program-related costs are financed and the implications when a program's full costs are not met.
